Abstract: The two problems of data versus information and cost versus value set the stage for presenting a framework for analyzing management decision making and a process for developing information systems to support decision-making. This paper is in four sections. Section one defines the organization as a system and the manager as a decision-maker about that system. Section two applies the framework to a library as a system. Section three derives implications for information system design, and section four explores the process of system development.
