Abstract:Freedom of expression is a fundamental human right that is closely intertwined with information policy. In this time of ubiquitous information, it is necessary to have an agile framework for information policy that responds to the proliferation of misinformation and disinformation, addresses the harms that inaccurate information can cause, and also ensures an individual’s right to freedom of expression. This chapter first provides a conceptual overview of human rights, freedom of expression and information policy before offering a possible solution for information policy and freedom of expression in the digital age by appeal to Danielle Allen’s (2015) flow dynamics model of discourse.
