Abstract:The goal of this document is to establish the foundation for creating a Lease-to-Own program for two public housing developments owned by the Housing Authority of Baltimore City. These developments are high rise buildings located in western Baltimore and are largely occupied by senior citizens, although some younger families do reside in the complexes. The mission of the Lease-to-Own program is to foster self-sufficiency and enhance social and economic opportunities to residents living in public housing developments in Baltimore. The focus of neighborhood stability comprises a significant portion of this document and is crucial to the program's success.
