Abstract:If a data processing system is to be most effective, long-range goals and aspirations should be established in the beginning. The system should be designed to do what the librarian wants it to do, not necessarily to do what is now being accomplished. For example, if encumbrance accounting for books, supplies, equipment, etc. is too difficult and expensive to do manually on a current basis, it does not follow that the same holds true with an IBM system. On the contrary, it can be one of the easiest of results to obtain.
