Abstract: | The thesis explains key factors and events that influenced the various adoption/rejection decisions regarding this technology. Additionally, the efforts of the State P2 change agents to promote the technology are evaluated along with the impacts of involving change agent aides (publicly owned treatment works). The thesis also provides a model of how this concept could be applied to other planning disciplines and specifically defines how the model could be applied for the facilitation of P2 adoption on a national level. |
