Abstract: | Finally, the findings indicate federal programs and financial resources did contribute to improving minority student completion rates at the State University of New York at Albany and the University of Illinois at Urbana-Champaign. However, federal resources did little to encourage or improve minority student completion rates at the University of Houston. |
