Title:Tsunami Relief and Reconstruction: A case for 'gender' deconstruction and synergy

Abstract:This paper explores the relationship between the often grossly unified term gender and the structure of relief-distribution under the conditions of a natural disaster. Borrowing from a literature review of gender and disasters and the author's experiences from the field, the paper aims to establish that gender does matter under disaster conditions and its application as a single entity while administering relief is indeed, highly problematic. In addition, that access to aid and the extent to which men and women are able to penetrate into the aid distribution structure is governed by their caste, class, religion, community associations and age among other factors.
