In brief, it is argued that whether democratization exerts a pacifying influence or whether it impedes cooperation and promotes conflict ultimately depends on the success of the transitional process itself. The empirical analysis is based on comparison of post-communist Russia, Ukraine, Serbia, and Hungary, as well as on a large-N statistical study.
