Gitz, Bradley Roy 2011-05-07T12:56:11Z 2011-05-07T12:56:11Z 10000-01-01 1989 For Western military analysts one of the continuing problems involved in estimating Warsaw Pact capability has been the uncertain behavior of non-Soviet forces under wartime conditions. More specifically, questions have been raised as to whether East European military establishments are of a sufficiently reliable nature as to enhance the Soviet ability to conduct offensive operations in the vital European theatre. In order to estimate such behavior, a three component framework for analysis is adopted based upon (1) useable military resources; (2) Soviet/party control mechanisms; and (3) the value socialization process. An evaluation based upon these components reveals that substantial variation exists among non-Soviet forces in terms of their ability to operate alongside Soviet units. The presence of these discrepencies raises serious doubts concerning the actual role of East European forces in Soviet military planning; doubts which enhance the prospects for creation of a credible NATO conventional deterrent in the region.
