Subnational governments influence federal legislation and make decisions that substantially refine, shape, and redirect public policies. As job training policy makes clear, domestic policy in the U.S. federal system is both enhanced and constrained by the policy contexts that make it possible and without which it cannot exist. Understanding public policy within the federal framework requires attention to both the division of political power and the intrastate organizations that are the usual contexts within which contemporary domestic policy emerges in the United States.
