The new approach relied upon executive branch agencies working in tandem with local authorities and cooperative interest groups, a more regularized and persistent strategy than the sporadic use of the military that preceded the war. I consider the intersection of interest groups with the needs of the government---keeping the arenas of industrial relations and civil liberties, critical to the organizations of workers, at the center of inquiry.
