- Abstract
- How do we measure the sustainability of community's water use and supply? Using an army base, Fort Bliss, in drought-prone West Texas as a case study, we tailored a regional water balance model to track the water budgets at the community scale. Planners can adapt their budget analysis to different scales for counties, cities, universities, etc. The study collects readily available data for significant water sources and uses, including water utilities, irrigation districts, dam operators and regulators and the USGS. The methodology sums these data to show current availability and then considers population forecasts, water development plans and environmental variables to form a number of user friendly future scenarios as policy making tools.
