Abstract
The Republic of Ghana has taken a decentralized approach to development since the World Bank reclassified the nation as a lower-middle income country in 2011. As a result, NGOs, religious groups, and traditional leaders are without a centralized body to determine and coordinate their efforts. This white paper examines a range of critical approaches to learning development needs and understanding local priorities. It goes on to suggests best practices for Non-Governmental Organizations (NGOs) working in Ghana to learn local development needs in rural communities.
