Abstract

The Cline Center for Advanced Social Research at the University of Illinois Urbana-Champaign was asked by the Illinois Accountability Commission to document societal instability events consisting of protests, acts of political violence, and destabilizing governmental acts involving federal government actors that occurred in the Chicagoland area from September 1, 2025 through January 30, 2026. This report summarizes key findings derived from a systematic analysis of journalistic reports published by credible news organizations that documented important aspects of federal government activity in the Chicagoland area during Operation Midway Blitz, which began on September 8, 2025. Additional insights on Operation Midway Blitz are provided with a separate analysis of publicly-available Immigration and Customs Enforcement (ICE) arrest data covering the entire state of Illinois from September 1, 2023 through October 15, 2025. This report is part of an ongoing data collection project documenting these events across the state of Illinois from January 20, 2025 through March 31, 2026. Because this data collection effort is still ongoing, it is possible that additional analysis may reveal more events or more detailed event characteristics than are currently reported here, so this report should be interpreted as offering a minimum count of discrete events and event characteristics that occurred in the Chicagoland area during Operation Midway Blitz.
