Abstract
Between the mid-thirteenth and the mid-fourteenth centuries, the position of general receiver of Flanders gradually evolved from an assortment of ad hoc functions performed by some non-specific member of the count of Flanders' household into an identifiable administrative office. Initially the receiver was primarily responsible for receiving all of the count's revenues, but eventually his functions grew to include payment of most of the count's expenses, accounting for his finances, and the administration of justice. Correlated with the evolution of the functions peculiar to the position were the development of a staff and the establishment of a wage independent of the revenues of the office. The resultant development of the general receiver from a personal servant of the count to a more public official can be discerned in the evolution of this first central administrative office in Flanders.
