This dissertation is concerned with the efficient reduction in the risks associated with hazardous waste landfills. The analysis begins with a review of the various aspects of hazardous waste landfill disposal including waste definitions, generation rates, and current policy approaches at the state federal level.
As a means of assessing the effects of alternative policies in this area, a model of the benefits and cost of the reduction in risk at hazardous waste landfills resulting from policies designed to reduce those risks is developed. This model is then incorporated into a broader framework for policy analysis and evaluation. Policy instruments that can be employed are derived from an analysis of the technical aspects of the risk generated at hazardous waste landfills.
As a means of demonstrating the viability of the framework and the economic model, a specific policy alternative is evaluated. The associated benefits and costs are estimated and compared. Additionally, the numerous difficulties associated with estimation of the benefits and costs of risk reduction at hazardous waste landfills are identified and discussed.
